Wakai Waian Healing welcomes Jena Stephen, Torres Strait Islander Occupational Therapist

We are proud to welcome Jena Stephen, a Torres Strait Islander Occupational Therapist, to our team. Jena was born and raised on Waibene. Her connections are to Meriam Mer and Wagadagam tribes, with clan ties to Ugaramle from Stephen Island (Ugar). She is a prevention focused, whole of life OT who works the Buway way: permission, place, people, clear boundaries.

What this means for our people and the NDIS

  • Local, culturally safe assessments: Functional Capacity Assessments, daily living and mobility assessments, sensory and cognitive screens- in language where possible and in safe places families choose.
  • Stronger NDIS applications: Clear, plain-language evidence and goals, and reports that reflect island life, so plans meet real needs.
  • Assistive tech and home mods: Trials, quotes and training for equipment. Advice on safe bathrooms, ramps and access.
  • Capacity building: Men’s, women’s and youth sessions, routines for school and work, healthy ageing programs, carer coaching.
  • Plan reviews and navigation: Support preparing for reviews, addressing gaps, linking with local providers, and Torres Strait Islander staff, all based at our Thursday Island Office.

How Jena works

  • Meets people where they are: Home, school, clinic, church hall or a neutral space you choose.
  • Considers the whole picture: Family/cultural roles, language, transport, housing, work, and responsibilities on sea and land.
  • Respects consent and privacy: Families own their plan and can adjust consent at any time; stories are kept safe.

Who can refer

  • Individuals, families, carers, GPs, schools, clinics, community workers and councils.
  • NDIS participants and people who may be eligible. We can help check eligibility and prepare evidence.

Where and when

  • Location: Based on Waibene with regular visits to Inner Islands, Mer, Masig, Poruma and outer islands by request.
  • Group sessions and outreach: Can be arranged with island councils, schools and community groups.

Access to the NDIS should reflect island life. With a Torres Strait Islander OT on the ground, assessments and plans can align with culture, community and connection. Jena’s goal is simple: that families feel informed and empowered in their health, and that services align with our way life, rather than imposing upon it.
